Job Description

LHH Recruitment Solutions is partnering with a local firm to search for a Compliance Specialist, who is responsible for ensuring full regulatory compliance across a portfolio of affordable housing properties. This position supports the property management team by interpreting, implementing, and monitoring compliance with federal, state, and local housing program requirements, including but not limited to Low-Income Housing Tax Credit (LIHTC), HUD, HOME, Section 8, and other affordable housing programs. The Compliance Specialist plays a critical role in maintaining eligibility standards, preparing for audits, and ensuring that resident files meet program-specific guidelines.

Essential Duties and Responsibilities:

  • Monitor and ensure ongoing compliance with all applicable housing program regulations (e.g., LIHTC, HUD 4350.3, HOME, Section 8, RAD).
  • Review and approve resident files for initial move-ins, annual and interim recertifications, and transfers in a timely and accurate manner.
  • Maintain accurate and up-to-date records in compliance tracking systems and databases.
  • Conduct internal audits and file reviews to ensure readiness for external audits, agency inspections, and Management & Occupancy Reviews (MORs).
  • Assist property staff with interpreting compliance regulations and resolving non-compliance issues.
  • Provide training and technical assistance to property management teams regarding affordable housing regulations, income verification, and file documentation.
  • Keep current on federal, state, and local regulations and policy changes affecting affordable housing compliance.
  • Communicate with regulatory agencies and syndicators as needed regarding compliance documentation and audit responses.
  • Participate in the development and implementation of policies and procedures to support ongoing compliance.
  • Collaborate with leasing and operations teams to ensure timely leasing and occupancy in accordance with compliance requirements.
  • Generate and submit required compliance reports to funders, regulatory agencies, and internal leadership.

Qualifications:

Required:

  • High school diploma or GED required; Associate's or Bachelor's degree in business, public administration, real estate, or related field preferred.
  • Minimum of 2–4 years of experience in affordable housing compliance, property management, or housing-related regulatory roles.
  • Working knowledge of LIHTC, HUD, HOME, and other affordable housing program guidelines.
  • Familiarity with HUD Handbook 4350.3, TCAC guidelines, and Fair Housing laws.
  • Strong attention to detail and excellent organizational skills.
  • Proficient in Microsoft Office Suite and property management/compliance software (e.g., Yardi, RealPage, BostonPost).
  • Ability to manage multiple tasks and deadlines in a fast-paced environment.
  • Excellent verbal and written communication skills.
  • Ability to work independently and as part of a team.

Preferred:

  • Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), or similar industry certification.
  • Bilingual (English/Spanish or other languages commonly spoken in resident communities) a plus.
