PLANNING TECHNICIAN

This is a Temporary Full-Time position, approximately 12 months with a possible extension if additional funding is provided.

Department: Community & Economic Development

Division: Planning

Pay: GRADE 125: $47,915.30 - $69,477.18 Annual Salary (Hourly Rate: $23.04 - $33.40)

FLSA Status: Exempt, Temporary Full-Time, Eligible for Benefits

GENERAL PURPOSE

This position performs professional level work in the field of land use planning and development and provides information and assistance to developers, the business community, elected and appointed officials, and the public on planning, land use, historic preservation, housing, annexations, and development related matters. Receives general supervision from the Planning Manager.

ESSENTIAL JOB FUNCTIONS

  • Provides technical assistance and information to staff and the public in the administration of specific planning-related programs and ordinances.
  • Reviews building plans and zoning permit applications to assure compliance with requirements such as use, setbacks, and parking ratios
  • Performs routine office tasks in designated program areas, including data entry, file management, copying, answering telephone and responding to e-mails.
  • Develops and maintains automated tracking systems, hard copy files and records
  • Researches and compiles information on a variety of planning issues from multiple sources
  • Prepares public notices or property owner verifications
  • Prepares maps, charts, tables of limited complexity
  • Investigates violations of planning regulations and ordinances, including site visits
  • Attends public meetings, assisting other planning staff as appropriate
  • Check commercial, industrial, and residential development plans to determine if plans will comply with zoning regulations.
  • Investigate complaints and recommend corrective action as necessary to resolve complaints concerning the city's planning function.
  • Answer questions and provide information to the public.
  • Inspect properties and structures for compliance with current city zoning codes and regulations; identify corrective actions to be taken by owner.
  • Research and assist with projects to amend the General Plan, development ordinances, and zoning maps.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public; and employee is required to use on-site equipment.
  • Perform other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • An Associates Degree in Urban Planning, Geography, Architecture, Public Administration, Landscape Architecture, Construction Management or a related field.
  • Two years responsible experience in zoning administration, code enforcement, permit management, or related field.
  • An equivalent combination of the above stated work experience and education is acceptable.

SPECIAL REQUIREMENTS

  • Possession of, or ability to obtain, an appropriate, valid Utah driver's license within six months.
  • Employee will be required to complete NIMS IS100 and IS700 within three months of hire.

Failure to obtain/maintain license and certificate as outlined above may result in termination from the position.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of planning principles and practices, including zoning and other pertinent specialties
  • Knowledge of principles and practices of research and data collection
  • Knowledge of effective writing techniques
  • Statistical, algebraic or geometric knowledge and ability to apply such knowledge in practical situations
  • Knowledge of computer programs and applications, which may include Microsoft Office, database management and Internet applications.
  • Basic Knowledge and ability in GIS programs and applications
  • Knowledge of modern office methods, practices, procedures, and equipment, including a computer.
  • Skill in communicating clearly and concisely, both orally and in writing.
  • Skill in responding to difficult and sensitive public inquiries.
  • Ability to understand and carry out oral and written directions.
  • Ability to establish and maintain cooperative working relationships with those contacted in the course of work.
  • Ability to maintain mental capacity which allows for effective interaction and communication with others
  • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: sitting or standing for extended periods of time; operating assigned equipment.
  • Ability to maintain effective audio-visual discrimination and perception needed for: making observations; communicating with others; reading and writing; operating assigned equipment as required by the position.
  • Ability to comply with all city polices and regulations, including safety and risk management standards.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • Work environment is primarily inside, where the noise and temperature levels are moderate.
  • The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
  • Must possess the visual ability to see clearly at close (less than 20 inches) and far (20 feet or more) distances, and judge distances and spatial relationships.
  • Additionally, the following physical abilities are required: standing, walking, sitting, using hands and fingers to handle or feel, reaching with hands and arms, stooping, kneeling, crouching, talking, and hearing.
