Purpose:
The Vice President of Pharmacy Strategy and Innovation serves as a key executive leader within the Pharmacy Department of UPMC's Insurance Services Division, driving transformation and innovation. This role is accountable for the strategic execution and operational delivery of high-impact pharmacy initiatives, including the implementation and optimization of Pharmacy Benefit Management (PBM) programs and performance management systems. With direct oversight of product and technology roadmaps, the VP leads cross-functional teams and manages critical third-party partnerships to ensure seamless integration and execution of complex, large-scale initiatives. These programs are designed to deliver substantial cost savings and clinical value, requiring rigorous planning, disciplined execution, and continuous performance tracking against ROI targets. The VP is responsible for ensuring all initiatives are delivered on time, within budget, and aligned with strategic objectives. This includes forecasting outcomes, managing risk, and driving measurable improvements in pharmacy operations, member experience, and financial performance. As a visionary leader, the VP champions innovation, fosters collaboration across departments, and ensures alignment with UPMC's mission to advance health care excellence.

Responsibilities:

 
  • Lead the development, execution, pharmacy strategic initiatives, including PBM implementation, optimization, and performance management.
  • Translate organizational goals into actionable strategies that drive innovation, cost savings, and improved clinical outcomes.
  • Align pharmacy strategy with broader UPMC Insurance Services Division objectives, ensuring integration across business units. 
  • Establish and monitor key performance indicators (KPIs) and ROI metrics for all pharmacy initiatives.
  • Drive financial accountability by managing budgets, forecasting savings, and ensuring initiatives are delivered on time and within scope.
  • Evaluate program effectiveness and implement continuous improvement strategies to maximize value.
  • Oversee the design and delivery of pharmacy products and technology roadmaps, ensuring alignment with evolving market needs and regulatory requirements.
  • Champion the adoption of innovative solutions, including digital health tools, data analytics platforms, and clinical decision support systems. 
  • Lead cross-functional teams in the development of new pharmacy services and benefit designs. 
  • Cultivate and manage strategic relationships with third-party vendors, PBMs, technology partners, and internal stakeholders.
  • Serve as a trusted advisor to senior leadership, providing insights and recommendations on pharmacy strategy, market trends, and emerging opportunities.
  • Facilitate collaboration across clinical, operational, and financial teams to ensure cohesive execution.
  • Ensure all pharmacy programs adhere to regulatory standards, compliance requirements, and internal governance policies. 
  • Lead risk assessment and mitigation efforts related to pharmacy operations and strategic initiatives.
  • Maintain a strong understanding of federal and state pharmacy regulations, payer policies, and industry best practices. 
  • Build and lead high-performing teams focused on strategic execution, innovation, and operational excellence.
  • Foster a culture of accountability, agility, and continuous learning within the Pharmacy Strategy and Innovation team.
  • Mentor emerging leaders and contribute to succession planning within the department.

  • RPh or PharmD required; MBA also preferred
  • Progressive operational and senior leadership experience, within a managed care or health plan setting
